Tithe(or free will offering)
Included among the inspiration for Principle 7 For Preventing Decline Support is the 7th principle for preventing decline:making proper guard ward and protection for Arahants so that such Arahants may come in the future to abide there and those already there may abide in comfort. Since monks and nuns have a restriction about claiming a surpassing human state, a distinction in knowledge and vision worthy of the Noble Ones to someone not fully admitted, this may not be very easy for everyone to know about.
So in order to fulfill Principle 7, it is fitting to provide things including clothing, food, shelter, and medicines in case of illness for monks and nuns in general. This also helps to fulfill the 6th principle for preventing decline: maintaining the shrines at home and abroad not withdrawing the proper tithe(or as some say free will offering) and support made and given before. Historically many people have regarded this as important since when a country was neglecting the tithe and behaving wickedly they were conquered and enslaved. Then they considered and they understood they were neglecting the tithe and behaving wickedly and were then conquered and enslaved. Then they observed the tithe and with the correction of their behavior they were freed from slavery. So providing things including clothing, food, shelter, and medicines in case of illness for religious people, widows, orphans, the needy, and foreigners can make a very big difference. So providing for monks and nuns is also helpful for fulfilling the 6th principle for preventing decline in addition to being meritorious. Arahantship 101: 5 from 76
With regards to the important consideration of the qualities of an Arahant let us consider the 5 impossible things for an Arahant. This would help people to not be mislead by deliberately false or overestimated claims of Arahantship. Also this would help for people who have little to no experience with the subject to not be doing demeritorious behavior of trying to get an Arahant to do what is impossible for an Arahant to do, nor neglecting guard, ward and protection of an Arahant for not doing something that is impossible. From Middle Length Discourse of the Buddha(152 discourses available from Wisdom Publications available to order online including from Pariyatti.com and a different translation available online from vipassana.info) let us consider Discourse #76[towards the end of the discourse].
5 impossible things from MLD#76: when a monk who has lived the holy life, done what was to be done, laid down the burden and is rightly delivered by direct knowledge, it is impossible that he would deliberately deprive a living being of life, impossible that he would take what is not given such as to be theft, impossible that he would indulge in sexual intercourse, impossible that he would tell a deliberate lie, and impossible that he would store up goods for sensual indulgence as he did formerly in the household life. Of course the translation could also be applied to nuns and using the pronoun she.
Since making proper guard, ward and protection for Arahants so that such Arahants may come in the future to abide there and those already there may abide in comfort is a principle for preventing decline and beings for the most part do not want decline, let us have consideration about these principles so that we will not regret it later.
There is now a Theravadan Buddhist monk now in the world who has attained Arahantship. Since monks and nuns according to the Patimokkha(one can google.com search for Patimokkha) have a restriction in claiming a surpassing human state, a distinction in knowledge and vision worthy of the Noble ones saying I know thus, I see thus to one who is not fully admitted(monk or nun) please treat this information very respectfully. [Arahantship, of course, is included among the categorization of surpassing human states, distinctions in knowledge and vision worthy of the Noble ones].
4 Stages of Sainthood.
There are 4 stages of sainthood: Arahant, Never Returner, Once Returner, and Stream Winner(Stream Entry). Here with the abandoning of 3 fetters one has become a Stream Winner no more subject to rebirth in hell, no more subject to rebirth as an animal, no more subject to rebirth as a peta ghost, no more subject to rebirth in unhappy destinations, in perdition, fixed in destiny with enlightenment as destination. Here with the abandoning of 3 fetters and the weakening of lust, hatred and delusion one has become a Once Returner and having returned once more to this world will put an end to suffering. Here with the complete abandoning of the 5 lower fetter one has become due to be spontaneously reborn and there attain final Nibbana without ever returning from that world. Here by realizing for oneself with direct knowledge one enters upon and abides in the deliverance of mind and the deliverance by wisdom that is taintless with the exhaustion of the taints.
This Theravadan Buddhist monk attained the stages of sainthood Stream Entry, Once Returner, Never Returner,, and Arahant all in this life. He has recollected his happiness at realizing he would look to the Buddha's teaching of the Noble 8 fold path: right view, right intention, right speech, right action, right livelihood, right effort, right mindfulness, and right concentration as the Noble Truth of the Way of Practice leading to the cessation of suffering.
For those monks, nuns, boy novices, and girl novices ready to strive for Nibbana, may I recommend Long Discourse of the Buddha #34(Wisdom Publisher; Collection of 34 discourses in English available for order on line including from pariyatti.com) This discourse was studied by this monk around the time of his attaining Arahantship. He is impressed with the width and penetrativeness of the wisdom of the Venerable Sariputta. He is grateful with the lion's roar of the disciple of the Tathagata who taught the dhamma in growing groups from 1 to 10 for the gaining of Nibbana. The computer site tipitka now has some amount from every discourse of the Long Discourses of the Buddha[Digha Nikaya] now available free online. Long Discourse #34 which I have had occasion to recite from memory in English and also read in Pali has a list of 100 things. In the actual discourse some of the things are listed briefly and some are explained in detail. In this free listing from tipitaka.wikia.com some of the things are listed briefly and some in detail while some of the longer things are actually referred to only briefly here like an outline, but it is still potentially very beneficial and I am glad to see it available free online in English. To see for example the 8 bases of mastery explained in full in English one can go to around the middle of Long Discourse #16 and find it explained among 4 lists of 8 things.
May I also recommend the Great Discourse on Causation which is #15 from the Long Discourses of the Buddha. In this discourse the Blessed One explains how knowing the 7 stations of consciousness and 2 bases, their origin, the disappearance, their gratification, their danger, and the escape from them fits in with a monk being designated One Delivered by Wisdom. Further he describes how being skillful in the 8 liberations and having the deliverance by mind and deliverance by wisdom that is taintless fits in with a monk being designated as being Both Ways Delivered. Wondered what Nibbana(Nirvana) actually is?

Nibbana is cessation of becoming. Nibbana is cessation of becoming.
To further clarify there is Nibbana with clinging remaining as experienced by the Arahant who lives the religious life for the welfare and happiness of beings, out of compassion for the world, for the benefit, welfare, and happiness of angels and humans. And there is Final Nibbana free from clinging.
There have been lay people who have attained the stages of sainthood called Stream Entry, Once Returner, and Never Returner.
Again, here with the abandoning of 3 fetters one has become a stream winner, no more subject to rebirth in hell, no more subject to rebirth as an animal, no more subject to rebirth as a peta ghost, no more subject to rebirth in unhappy destinations, no more subject to rebirth in perdition, fixed in destiny with enlightenment as destination. The 5 lower fetters as discussed there are the fetters of personality view, doubt, adherence to rights and rituals, sensual desire, ill-will. The 5 higher fetters are lust for form, lust for the formless, conceit, restlessness, and ignorance.

7 Factors of Enlightenment for abandoning the things that fetter as communicated in Connected Discourses of the Buddha 46:29
In Chapter #46, the Chapter about the factors of Enlightenment from Connected Discourses of the Buddha, Discourse #29 it is communicated there is not seen to be anything, when developed and cultivated, more effective in abandoning the things that fetter as the 7 factors of enlightenment. What are the 7 factors of enlightenment? The mindfulness factor of enlightenment, the investigation of dhamma factor of enlightenment, the energy factor of enlightenment, the rapture factor of enlightenment, the tranquility factor of enlightenment, the concentration factor of enlightenment, and the equanimity factor of enlightenment.

There are these 7 types of persons: the Both Ways Delivered, the Wisdom(discernment) Delivered, the Body Witness, One Attained to View, the Faith(conviction) Delivered, the Dhamma Follower, and the Faith(conviction) Follower.

6 Impossible Things for one with right view.

It is impossible that anyone possessing right view could deprive mother of life. It is impossible that anyone possessing right view could deprive father of life. It is impossible that anyone possessing right view could deprive and Arahant of life. It is impossible that anyone possessing right view could could with a mind of hate shed a Tathagatha's blood. It is impossible that anyone possessing right view could cause a schism in the Sangha. It is impossible that anyone possessing right view could acknowledge another Satthar(meaning teacher in the sense of an ultimate teacher such as an Arahant Fully Enlightened Buddha as was the case with Buddha Gotama, the historical Buddha). According to MLD# 57 there are 2 destinies for one with wrong view: hell or rebirth as an animal.
Kokalika actions warning Kokalika results.
From Kokalika Discourse from Sutta Nipata(a collection which has poetry in every chapter) Misconduct towards Noble Ones(Arahants) leads to aeons upon aeons in the states of misery. One should abstain from misconduct of body, speech, and mind in general. Misconduct towards Noble Ones is extremely demeritorious. As described in this discourse the suffering in hell is very, very, very extremely unpleasant. Therefore let one make a great effort to abstain from misconduct towards Noble Ones.
In Brahma Samyutta, Connected Discourses about Brahmas from Connected Discourses of the Buddha(Wisdom Publications) in a related discourse by the same name: Kokalika Discourse it is told that Kokalika's disparagement of the Arahants Sariputta and Moggallana was followed by a boil infection. His boils rapidly grew and he died as a result of the illness and because of the ill will he had shown for the Arahants Sariputta and Moggalllana he was reborn in the red lotus hell. This discourse also appears in the section of the tens from Numerical Discourses of the Buddha.(English translation by Pali Text Society)

Fortunate to the extent that he did not kill his mother, father, an Arahant, did not with a mind a hate shed a Tathagata's blood, did not cause a schism in the Sangha he was allowed to become a monk and he himself went on to attain the highest stage of sainthood and legitimately was freed from the very, very, very extreme suffering that he might have experienced in hell for a very, very, very long time.
In response to an inquiry about what am I wanting to do? and is it for prisoners or for others:
Since I believe that taking and observing the precepts on a regular basis: abstaining from killing, abstaining from stealing, abstaining from sexual misconduct, abstaining from false speech, abstaining from intoxicating drink and drug causing heedlessness and infatuation is of great benefit I would willing to make this available now online as an opportunity to take the precepts and to make advisement available in to preceptors.
So the same basic service would be available to prisoners, police and guards, and also to those not in jails and prisons on a regular basis.
In the case of prisoners, I believe that there are some people similar in some ways to Angulimala for whom the the Dhamma taught by the Blessed One can make an awe inspiring difference. For myself as a white dude grown up in the suburbs and come to have a respectful regard for the ascetic, the son of the Sakyans I think it is very good to have a comprehensive understanding of the practicalities of the practice relevant to various people and taking into account the situation they are in. I believe my study of the dhamma by Samma Sambuddha Gotama has often been very helpful for me to be sensative or potentially sensative for various issuses that various people are dealing with in various places.In discourse #48 from Middle Length Discourses of the Buddha(Wisdom Publications translation by Bhikkhu Bodhi)[available online including from Pariyatti.com] it is said just as the highest, the most comprehensive part of a peaked roof is the peak itself so too the highest, the most comprehensive of the 6 memorable qualities is that view which is Noble and Emancipating and leads the one who practices in accordance with it to the complete exhaustion of suffering.

If I were to help instruct in dhamma greedy that they show their confidence to me, then my instruction would not be pure.(although personally I have on numerous occasions been glad to accord confidence to instruction in accordance with the dhamma) , but rather with the thought the Dhamma is properly proclaimed by the Blessed One, visible here and now, onwards leading to be realized by the wise each one for himself. Thus sharing instruction because of the intrinsic excellence of the dhamma, actually out of compassion and sympathy, and tender concern.
Having had the fortunate opportunity to recite a number of discourses from the Long Discourses of the Buddha from memory and the Middle Length Discourses of the Buddha and based upon previous experience with dhamma conversations I believe it would be true to say that I am capable of making some communication available including, but not limited to, communication and help with meditation which I understand has been successfully done in such situations before. I have found my Dhamma studies very helpful for others to clue me in about situations that I have not directly experienced before. From an advisory perspective and discussion, communication perspective though I think it would be fair to say I have had some experience.
I would think including the potential disciplinary benefits that could be attained with this would be potentially quite satisfactory to at least some of the guards working in jails and prisons in addition to their own opportunity to study the dhamma taught by the Blessed One with the 32[100%] Marks of a Great Person.
I would be willing to give dhamma talks to groups and/or help guide sitting and walking meditation activities. I am also willing to help investigate wrongful imprisonment and wrongful accusation.
Buddhist teaching based substance abuse internet program available to all interested. Even though some people understand they should abstain from intoxicating drink and drug causing heedlessness and infatuation, I have noticed that some people seem to need additional effort to correct their substance abuse habit. I have been finding out more about Alcoholics's Anonymous and have attended a meeting to help develop more in addition to the already existing things that I have already referred people to. I would advise everyone to always abstain from intoxicating drink and drug causing heedlessness and infatuation and would recommend Discourse #31 from the Long Discourses. These 6 are more towards the beginning and not very far after we are warned about associating with others who have not yet corrected their bad habits.
One warning including for our young people is that there are some people who might try to take advantage of you. Sometimes it is not always clear while in school or college how tough things can be in some countries when you're older, then, and you may need your mental clarity to help take care of yourself. So always abstaining from intoxicating drink and drug is very advised. At the same time just because someone has failed in training not to drink intoxicants does not mean that it is impossible for them to accomplish something worthwhile. There was a person in Connected Discourses #55 section on stream entry who though at some time had failed in the training and took to drink, was able to achieve the 4th highest stage of sainthood called stream entry, and he was able to fulfill the training at the time of death.
